University of Liverpool to Launch Bengaluru Campus, Marking a New Era for Global Education in India

In a historic step toward globalizing Indian higher education, the University of Liverpool, a prestigious member of the United Kingdom’s Russell Group, will open its first Indian campus in Bengaluru, welcoming students starting August 2026. Union Education Minister Dharmendra Pradhan announced the milestone on Monday, personally handing over the Letter of Intent to the university’s administration in a ceremony held in the city. The move follows formal approval from the University Grants Commission (UGC), making Liverpool the second UK university, after the University of Southampton, to establish a campus in India.

The announcement signals India’s growing ambition to become a hub for international education, with Pradhan revealing that 15 foreign universities are set to establish campuses in the country by the current academic year. “This is a landmark moment in India’s journey to deepen academic partnerships with the world’s leading institutions,” Pradhan said, emphasizing the country’s emergence as a trusted partner in global higher education. “The University of Liverpool’s Bengaluru campus will be a beacon of research, innovation, and global collaboration.”

The Bengaluru campus, strategically located in India’s tech capital, will offer programs tailored to meet the demands of a dynamic global economy. Starting with undergraduate and postgraduate courses in Business Management, Accounting and Finance, Computer Science, and Biomedical Sciences, the university will also introduce a pioneering program in Game Design—a first for a UK institution in India. This offering reflects Bengaluru’s reputation as a hub for technology and innovation, aligning academic programs with the city’s thriving gaming and tech industries.

Tim Jones, Vice-Chancellor of the University of Liverpool, expressed enthusiasm about the venture, noting the university’s long-standing ties with Karnataka. “Opening a campus in Bengaluru feels like a natural extension of our partnerships here,” Jones said. “We aim to deliver an exceptional learning experience while fostering a research-driven environment that benefits students, industry, and society at large.” The university also signed memoranda of understanding with prominent organizations, including Wipro Limited, AstraZeneca Pharma India, and the Royal College of Obstetricians and Gynaecologists, to explore collaborative research and training opportunities.

The Liverpool campus will not only cater to Indian students but also serve as a global exchange hub, offering UK-based students a vibrant new destination for international study. This move is expected to enrich cross-cultural academic experiences and strengthen ties between the UK and India.

India’s push to attract foreign universities stems from the UGC’s 2023 regulations, which streamlined the process for establishing campuses of foreign higher educational institutions. The policy has already borne fruit, with Australian universities Deakin and Wollongong setting up campuses in Gujarat’s GIFT City. Meanwhile, Queen’s University Belfast and Coventry University have also received approval for GIFT City campuses, and Chicago’s Illinois Institute of Technology will establish a Mumbai campus in 2026, marking the first US university presence in India.

For Bengaluru, the arrival of a globally renowned institution like Liverpool is a coup. The city, already a magnet for tech giants and startups, is poised to become a center for cutting-edge education and research. “This campus will not only elevate Bengaluru’s academic landscape but also create pathways for students to engage with global opportunities,” said Karnataka’s Higher Education Minister, M.C. Sudhakar, who attended the ceremony.

Students and educators in Bengaluru are abuzz with excitement. “Having a university like Liverpool here is a game-changer,” said Priya Rao, a final-year computer science student at a local college. “It’s not just about the degree; it’s the exposure to global standards and networks that will make a difference.”

The University of Liverpool’s entry into India reflects a broader trend of international institutions recognizing the country’s potential as a hub for education and innovation. As more foreign universities set up campuses, India is steadily carving out a space on the global academic map, blending local talent with world-class opportunities. For now, Bengaluru is gearing up to welcome its first cohort of Liverpool students, ready to shape the future of education in India.
